This appears to be an earth-defending strategy game somewhat in the mold of X-Com (The manual indicates you can play the other side, as well...) The title refers to FEED, a bio-engineering metallic organism that has gotten out of control. Regrettably, it takes a fair amount of japanese knowledge to play, so I didn't get very far into it; there is the original manual available from The Internet Archive
