It's a simulator in the loosest sense… you chose from 1 of 4 options every turn. The number keys control, and 4 at the title screen puts up instructions (in Japanese.)

From the Word document file included: "If you complete all five levels, you win, but if you think this is stupid and give up midway, the author wins." It was released relatively late (1997) in the PC-98's life cycle.
